I. Purpose of the Exercise

1. To assess the familiarity of all participating personnel with the emergency response procedures for object impact accidents and to enhance their capabilities in emergency response, rapid assembly, and coordinated operations.

2. Standardize the emergency response procedures for object-impact accidents, clearly define the division of responsibilities among various emergency response teams, and ensure that rescue operations can be carried out swiftly, efficiently, and in an orderly manner following an accident, thereby minimizing casualties and property damage to the greatest extent possible.

3. Check the completeness and reliability of emergency rescue supplies (such as first-aid medications, rescue tools, communication equipment, etc.), promptly identify and address any weak links in emergency management.

4. Strengthen all employees’ awareness of safety precautions, enhance their ability to recognize the risks of object-impact accidents, and foster a positive atmosphere characterized by “safety first, prevention-oriented, and comprehensive management.”

 

II. Cast Members and Division of Responsibilities

(1) Chief Commander

1. Be fully responsible for the organization, command, and coordination of the exercise activities, and issue instructions to initiate, pause, and conclude the exercise.

2. Responsible for overall control during the exercise, promptly coordinating and resolving various issues that arise during the exercise to ensure its smooth progress.

3. After the drill concludes, organize a summary meeting to analyze the drill’s effectiveness and propose improvement measures.

(2) On-site Security Team

1. Before the drill begins, set up warning lines and warning signs around the drill area to prohibit unauthorized personnel from entering the drill site and maintain order at the scene.

2. Immediately after the accident simulation occurs, expand the alert zone to prevent non-rescue personnel from entering the dangerous area and ensure that rescue routes remain unobstructed.

3. Assist in evacuating unauthorized personnel from the drill area and guide rescue vehicles and equipment to enter the site in an orderly manner.

(3) Emergency Rescue Team

1. Upon receiving the accident report, quickly head to the scene carrying rescue tools (such as crowbars, jacks, cutting machines, etc.), conduct a site inspection, and assess the nature of the incident (e.g., the extent of injuries sustained by the affected individuals, whether they are trapped or buried under debris, etc.).

2. In accordance with the emergency response procedures, carry out rescue operations in a scientific manner—such as removing the impacting object and rescuing trapped personnel—ensuring that the rescue process is safe and compliant, and avoiding secondary injuries.

3. Cooperate with the medical rescue team to carry out tasks such as transferring and providing assistance to injured personnel.

(4) Medical Rescue Team

1. Equip with a first-aid kit (containing tourniquets, gauze, antiseptic supplies, pain relievers, etc.) and medical equipment such as stretchers; familiarize yourself in advance with the medical rescue routes at the drill site.

2. Upon arrival at the scene, immediately conduct a preliminary assessment of the injured individuals to determine the nature of their injuries (such as whether they have fractures, bleeding, or loss of consciousness), and initiate emergency medical interventions, including hemostasis, wound dressing, and immobilization.

3. Contact the 120 emergency medical center (either via simulation or in a real-life scenario) to assist professional medical personnel in transporting critically injured patients to the hospital for further treatment, and ensure that a detailed record of the patient’s condition is properly documented during the handover.

(5) Communications and Liaison Group

1. Be responsible for ensuring communication during the exercise, guaranteeing smooth communication between the chief commander and all emergency response teams, and promptly transmitting accident information, rescue instructions, and other relevant data.

2. Responsible for external liaison work, such as reporting accident situations (simulating a report to the competent authorities), and contacting external emergency services including medical rescue and fire departments.

3. Record key time points and communication content during the exercise, and compile them into an exercise communication log.

(6) Logistics Support Team

1. Be responsible for the preparation, inventory, distribution, and recovery of emergency supplies required for drills, ensuring that rescue tools, medical equipment, communication devices, warning signs, and other supplies are fully stocked and in good working condition.

2. Ensure logistical support for the exercise site, including water and electricity supply, site cleanup, and other related tasks, to provide a solid foundation for the smooth execution of the drill.

3. Responsible for tasks such as recording material consumption during drills, repairing or replenishing damaged materials, and so forth.

(7) Observation and Evaluation Team

1. Observe and document the entire drill process, recording the implementation status of each stage of the drill, including emergency response speed, the effective execution of assigned responsibilities, the standardization of rescue procedures, and the appropriateness of resource utilization.

2. After the drill is completed, evaluate its effectiveness, analyze any existing problems and shortcomings, propose improvement suggestions, and prepare a drill evaluation report.

 

III. Exercise Preparation

1. Plan Development and Approval: Prepare a comprehensive drill plan, clearly define the requirements for each stage of the drill, and implement it after obtaining approval from the relevant responsible person.

2. Personnel Training: Before the drill, organize training for all participating personnel, covering the drill plan, emergency response procedures, responsibilities of each team, and safety precautions, to ensure that participants are thoroughly familiar with the drill content.

3. Material Preparation: Prepare emergency rescue supplies (such as crowbars, jacks, cutting machines, first-aid kits, stretchers, etc.), communication equipment (such as walkie-talkies, mobile phones, etc.), warning signs (such as caution tape, warning lights, warning signs, etc.), and training props (such as simulated impact objects, safety helmets, work uniforms, etc.) according to the demand list.

4. Site Layout: Clean the exercise site in advance, remove irrelevant obstacles, set up warning lines and warning signs, and delineate functional areas such as the rescue operation zone, medical treatment zone, and observation zone to ensure that the site is safe and under control.

5. External Coordination: Communicate in advance with local medical, fire, and other relevant authorities (if necessary) to inform them of the exercise details and prevent unnecessary panic. Also, notify all internal departments within the company or relevant units within the campus about the exercise arrangements and coordinate their cooperation in carrying out the exercise.

6. Pre-run of emergency drills (optional): For larger-scale drills with more complex procedures, you can organize a group of core participants to conduct a pre-run, identify potential vulnerabilities in the drill process, and refine details of rescue coordination.

IV. Precautions

1. During the drill, all participants must strictly adhere to safety operating procedures and wear appropriate personal protective equipment (such as hard hats, work uniforms, and safety shoes) to avoid real injuries caused by improper operation.

2. The drill site must be equipped with clear warning signs to delineate the various functional areas, ensure that rescue passages remain unobstructed, and prevent unauthorized personnel from entering the drill area.

3. Rescue tools and medical equipment must be inspected in advance to ensure they are in good working condition. The simulation props used during drills must meet safety requirements, and real hazardous materials should be avoided.

4. The communications liaison team must pre-test and debug communication equipment in advance to ensure smooth communication during the exercise. In the event of a communication failure, immediately switch to backup communication methods (such as mobile phones or alternate channels on walkie-talkies) to transmit information.

5. During the exercise, if a real emergency occurs (such as personnel injury or equipment failure), the exercise must be immediately suspended, and the actual emergency response procedures must be activated, with personnel safety being given top priority.

6. After the drill is completed, the site must be promptly cleaned up, drill materials collected, and the venue restored to its original condition.
